What Is DSINC ?  Divisional Soldiers Ideas, Needs, and Concerns (DSINC) is a committee who’s goal is to provide opportunity for Local Officers and Soldiers to share ideas, express needs and voice concerns relative to The Salvation Army in an orderly manner and with assurance that their expressions will be considered at the divisional administrative  level. All formal recommendations and areas of concern are shared with members of the Divisional Finance Board (DFB).

Who Is In DSINC ?

DSINC is made up of representatives from the Maryland and West Virginia Division. The makeup of membership includes the following:

           The Divisional Sergeant Major (DSM).

           Divisional representatives to Territorial Soldiers' Inc. - two appointed members and one alternate.

           One Local Officer soldier from each corps who is appointed by the Corps Officer.

           Where possible, one alternate from each corps appointed by the Corps Officer, should the regular member be unable to attend.

           Two commissioned officers-Divisional Commander and Divisional Secretary of the MWV Division.

Each member will serve a 3-year term.

When a member is unable to attend, he/she will notify his/her Corps Officer who will then contact the alternate and request attendance.

When a member cannot fulfill a full 3-year term, the alternate will become the representative and serve a 3-year term. A new alternate will be appointed.

How Is DSINC Organized ?

The DSM will serve as Chairman of the DSINC and the Executive Committee.

The Executive Committee will consist of the DSM, one of the TSINC representatives and one additional representative.  The term shall correspond with their tenure.

The DSINC representatives will be divided into working committees as needed.  Members of the Executive Committee will serve as chairpersons for these committees.

DHQ staff will be asked to serve as resource persons as required.

General oversight to DSINC will be given by the Divisional Secretary.

How Does It Work ?

DSINC representatives meet twice a year, once in the spring and once in the fall.

The Executive Committee will meet as needed to discuss agenda items prior to the general meetings.

Soldiers of the Division are canvassed for their ideas, needs and concerns through the DSINC representative  from their corps and also through the DSINC Web Site.  These ideas, needs, and concerns will be directed to the Divisional Secretary or his/her divisional representative, who will review the agenda with the Executive Committee, and then prepare the agenda for the general meeting.

After discussing all ideas, needs and concerns, the DSINC Committee will prepare formal recommendations, which will be presented to the DFB.  The recommendations that are approved by the DFB and the Divisional Commander will be assigned to the appropriate department head for research, response, and implementation within a timely fashion. Written documentation from department heads will be passed back to the Divisional Secretary.

Minutes and recommendations will be forwarded to all DSINC representatives, who will then share the minutes and recommendations with each Corps in the MWV Division.
