Program Mission:

It is the mission of the Salvation Army Domestic Violence & Rape Crisis Program to bring about social change through advocacy, community education and awareness, professional training, crisis intervention and prevention services, community outreach services and support for victims and survivors of domestic violence and sexual assault and their children/families. To provide a safe and supportive environment for those in crisis and to halt the perpetuation of domestic violence and sexual assault.

Program Goals:

This program will provide victims and their children a safe supportive environment, free from the dynamics of domestic violence and issues of power and control.
This program will educate residents and outreach clients about the dynamics of domestic violence, healthy relationships, lethality and safety issues.
This program will treat each client with respect, understanding that each person has his/her own personality, and has had to deal with many issues in their relationship(s).
This program along with all of its counselors, advocates and volunteers recognize that we may not always agree with the decisions made by our clients/residents, but by providing support and alternatives without judgment we can maintain an open line of communication with each individual we serve.

Program History:

The Salvation Army Domestic Violence Program was certified by The Florida Department of Children and Families and began to provide services to victims of domestic violence located in the 14^th judicial circuit November 1, 1987. This program is one of 42 state-wide domestic violence centers.
In 1988, the program became a dual provider and began providing Rape Crisis services with funding awarded through a VOCA (Victims of Crime Act) grant.
In the fall of 1992, a Children's Program was developed to provide advocacy and address the needs of children in shelter as well as those seen through the outreach program. The purpose of the Children's Program is to provide services to children suffering from the effects of domestic violence, educate children about domestic violence, establish a safety plan and to promote a safe and healthy lifestyle through education and awareness in an effort to stop the cycle of violence.
Since the establishment of the program it has grown to include 10 full-time, and 8 part-time employees, and over twenty active volunteers.

Program Service Area:

In addition to the main outreach office located in Panama City serving the Bay County area and safe shelter the program has two satellite outreach offices. One office is located in Chipley (serving Holmes, Jackson and Washington Counties) and another office is located in the Port St. Joe Courthouse (serving Gulf and Calhoun Counties). These offices were established in an effort to meet the needs of the underserved rural populations.
